Tens of thousands of Amazigh people in Algeria have fled their homes because of a new security law.

The law says members of groups considered to be “terrorist” – including the Amazigh people – must report to police within a week.

Those who do not turn up can be arrested and imprisoned for up to two years.

Amazigh, or Berber, people make up around 15% of the country’s population of 40 million.

Amazighs have been asking the government to stop calling them “terrorists” since 2005.

The Amazigh movement says it is not a group which targets the state and its people but that more than 18,000 Amazigh have fled since last month.

The government says the law applies to everyone, and it has a duty to protect citizens, but Amazigh groups have condemned the legislation as a breach of their human rights.

“If there were a genuinely independent judiciary in Algeria – the rule of law – this would not have happened,” Amazigh activist Mohamed Haouari told the BBC.

He said that thousands of Amazigh people had turned to him for help but that the government was largely ignoring their appeals.

“If they don’t take action now, it will spread and become an epidemic,” he said.

In response to the reported number of Amazigh who have fled, the government said in a statement that it had “welcomed” the initiative and had “already acted in such cases”.

It said those who had fled had been arrested and were being prosecuted.

An official from the ministry for religious affairs said the law “applies to everyone, including the Amazigh people”.

But the Amazigh movement has denounced the law as the start of a “full scale attack on democracy and human rights”.
